JPEG to PDF creates Image Touchup Format

We are trying to use Convert to convert a JPEG image taken with a Nikon D80 to PDF. The conversion creates a PDF file that is in Image Touchup Format. ITF can not be processed by Ghostscript, which is the next tool in our process.

If we conver the ITF to PDF using Adobe Photoshop all works fine with Ghostscript.

Any idea on why Convert is creating Image Touchup Format rather than a straight PDF file?
