I think we need more information. I do not connect mean shift with histogram equalization. What is the context of your question? Is this a statement you found somewhere? If so, where? Have you read viewtopic.php?f=4&t=25504 and https://www.youtube.com/watch?v=M8B3RZVqgOo

Mean shift is a noise removal and color reducing technique. It has no connection to histogram equalization. Histogram equalization can introduce noise if you only have predominantly a few significant colors.
