Adobe PSB Format

I am using ImageMagick 7.0.6 in windows 8.1 x64. I'm trying to open a 4-GB psb file but always the software hangs and reports "not responding".
The link to the psb file is: http://www.spacetelescope.org/static/ar ... c1502a.psb

Is there any fix to it?
